The U.S. Customs and Border Protection helicopter N-1977-G has been circling around this area four times this past week, on Jan. 12, 15, 16, and 17. The same helicopter just took off at 7:35 a.m. (from Hillsboro) and is now flying towards that direction. Yo so there was actually one additional arrest prior to the two in the video on iceout.org. Right in front of the rollup garage door in the first parking space... The two guys getting detained in the video were detained after another guy who was detained 2-3 minutes earlier. I don't know if anyone can track that down or how you would. He was detained in the mulch area to the right of this, which was why people started watching but I didn't see him in the video. He was detained and gone, and then people started watching more closely and then the black suv and the smaller car rolled up.

When they have badges and are enforcing the laws approved by elected officials its an arrest. Law enforcement do not always have to have warrants to arrest people. They are allowed to arrest based on reasonable suspicion or they witness a crime. If I rob a bank and run they will come after me even though they dont have a warrant

Actually, Oregon law requires both front and rear plates, and so do most states (notable exceptions being Alaska, Arizona, and Utah). But it does not seem to be very actively enforced, considering how many Oregon cars without a front plate. And new cars might just operate with a trip permit.
